The Government Incheon Regional Joint Office Building is a project to consolidate six government agencies—Incheon Veterans Affairs Office, Incheon Regional Labor Relations Commission, Jungbu Regional Employment and Labor Administration, Incheon Regional Maritime Safety Tribunal, Incheon Metropolitan City Election Commission, and Incheon Nam-gu Election Commission—into a single building to be newly constructed on a public office site within the Dohwa Urban Development District.
The project addresses three key issues: how to zone and arrange institutions with different functions, how to accommodate the extensive outdoor spaces required in relation to the site size, and how to express the building’s symbolism and identity as a regional public office.
Based on an analysis of each institution’s characteristics, the Veterans Affairs Office and Labor Administration, which receive many civil petitioners, are placed on the lower floors with separated circulation routes. Each institution is zoned by floor to ensure operational independence. The compact tower configuration provides sufficient space for diverse outdoor facilities, including parking, outdoor sports facilities, and outdoor rest areas. The lower-level façade incorporates dynamic horizontal and vertical louvers and forms inspired by the institutions’ logos, establishing a distinctive civic identity and visual recognition within the city. The tower’s reduced façade area and solar-shading louvers also contribute to an environmentally friendly building design.
