Block A-28 is envisioned as an open, street-community-centered complex that opens views toward Toemoesan Mountain, the neighboring residential areas, and Wangsuk Stream. This calls for a building layout and network plan that harmonizes with the varied character of the surrounding areas along the site's edges. As part of the Third New Town—a satellite city and self-sufficient city for Seoul, and a new community in its own right—the proposal offers residential spaces and human-scale specialized areas that establish a new identity befitting a "New Town."
